Sadly yes, as far as I know, everywhere, pets are still considered property and/or ';goods';. If they were a gift they should go to the person to whom they were given. Its not like an engagement ring which is a ';semi'; gift.
I think it would have to be settled in court. Tell your friend that things like what name the dogs are registered too, who is the main contact for the vet, etc will go a LONG way.Dog custody law in California for non married couples? Who gets what and how??

Well I am guessing that if they were given to her then they are
licensed in her name etc..if not tell her to do it immediately for
proof of ownership. I don't believe there are any specific laws
but that is a guess. I think her mad boyfriend is SOL unless he is rich and wanted to sue her. In which case he would probably loose anyway. He's a poor looser and just trying to upset her cuz he is mad would be my guess. But tell her to keep them safe. She should also consider a microchip in the event they go missing.
